முல்லைப் பெரியாறு -தமிழ் நாடு
ஏமாந்து கொண்டிருக்கிறது –
உடனடித் தேவை பலமான பதில் தாக்குதல்
முல்லைப் பெரியாறு பற்றி அகில இந்திய அளவில்
புயலைக் கிளப்பிவிட்டு – தமிழ் நாட்டை
பைத்தியக்காரர்கள் வசிக்கும் இடம் என்று பேச
வைப்பதில் வெற்றி பெற்று விட்டனர் கேரளத்தவர்.
மீடியாக்களில்,டெல்லியில், அகில இந்திய அளவில்
கேட்கிறார்கள் –பலமாகக் கேட்கிறார்கள் !

எவ்வளவு நாள் தாங்கும் ?

இங்கு தான் தமிழ்நாடு ஏமாந்து கொண்டிருக்கிறது.
கேரளா இதுவரை செய்த அநியாயங்கள்,
புதிய அணை கட்டி இனி செய்ய
உத்தேசித்திருக்கும் அயோக்கியத்தனங்கள் –
இவை எதுவுமே வெளி உலகுக்குத் தெரியவில்லை.
ஏன் தமிழ் நாட்டிலேயே – சென்னையிலேயே கூட,
படித்தவர்கள் பலருக்கு கூட தெரியவில்லை !
புதிய அணை கட்டுவதில் என்ன தவறு ? -அதான்
அதே அளவு தண்ணீர் தருகிறேன் என்கிறார்களே
என்று தமிழர்களே கேட்கிறார்கள்.
தமிழ் நாளிதழ்களும், அரசியல் கட்சிகளும்
தொலைக்காட்சிகளும் கூட தமிழ் மக்களை
தயார் படுத்துவதில் தவறி விட்டன என்று தான்
சொல்ல வேண்டும்.
இனியாவது விழித்துக் கொள்ள வேண்டும்.
புதிய அணை கட்டுவதாகச் சொல்வதில் இருக்கும்
சதி பற்றி விவரமாக அகில இந்திய அளவில்
எடுத்துச் சொல்ல வேண்டும்.
இந்த வலைத்தளத்தைப் படிப்பவர்களுக்காக –
நான் எனக்குத் தெரிந்ததை சுருக்கமாக
கீழே தருகிறேன்.
முல்லைப் பெரியாறு அணை கட்டப்பட்டது
பிரிட்டிஷ் ஆண்ட காலத்தில் – 1895ல்.
அப்போது இந்த அணை கட்டும் இடம் திருவாங்கூர்
சமஸ்தானத்தின் கட்டுப்பாட்டில் இருந்ததாக
கருதப்பட்டது (உண்மை அது அல்ல.தமிழ் நாட்டின்
வரையரைக்குள் தான் இருந்தது)
எனவே பிரிட்டிஷார்- திருவாங்கூர் மஹாராஜாவுடன்
இந்த அணை கட்டப்படும், மற்றும் அதன் நீர்ப்பிடிப்பு
பகுதியான சுமார் 8000 ஏக்கர் நிலத்தை
999 ஆண்டுகளுக்கு குத்தகைக்கு எடுத்து (ஆண்டுக்கு
ரூபாய் 40,000/- குத்தகைப் பணம் ) இந்த
அணையை 1887ல் கட்ட ஆரம்பித்து 1895ல்
கட்டி முடித்தனர்.
இதில் வேடிக்கை என்னவென்றால், இதில்
அடிப்படையான பெரியாறு உற்பத்தியாவது
தமிழ் நாட்டில் தான். அணையும் தமிழ் நாட்டிற்கு
சொந்தமானது. அதை நிர்வகிப்பதும் தமிழ் நாடு தான்.
ஆனால் இடம் மட்டும் கேரளாவிற்கு சொந்தம்.
அதிகாரம் செலுத்துவதும் அவர்களே !
இந்த அணையின் உயரம்-கொள்ளளவு -152 அடி.
இதன் மூலம் பாசனம் பெறும் நிலம் –
சுமார் 2,08,000 ஏக்கர்.
மதுரை, தேனி, சிவகங்கை, ராமநாதபுரம் ஆகிய
4 மாவட்டங்களைச் சேர்ந்த 10 லட்சம் விவசாயிகள்
பாசனத்திற்கும், 60 லட்சம் மக்கள் குடிநீருக்கும்
இந்த அணையை நம்பி இருக்கிறார்கள்.
இந்த அணை பறிக்கப்பட்டால் – இத்தனை இடங்களும்
பாலைவனங்கள் ஆகும். இத்தனை ஜனங்களும்
பிழைப்பு பறிபோய் – பிச்சைக்காரர்கள் ஆவார்கள்.
பிரச்சினை ஆரம்பித்தது எப்படி ? எப்போது ?
கேரளா, இதற்கு சுமார் 50 கிலோமீட்டர் கீழே,
இடுக்கியில் 1976ல் ஒரு அணையும் நீர்
மின்நிலையமும் கட்டியது. பின்னர் தான்
ஆரம்பித்தன அத்தனை தொல்லைகளும்.
பெரியாறு அணையின் மொத்த கொள்ளளவே
15.66 டிஎம்சி தான்.அதிலும் சுமார் 10 டிஎம்சியை
தான் பயன்படுத்த முடியும்.
(104 அடி வரை டெட் ஸ்டோரேஜ் .)
ஆனால் இடுக்கி இதைப் போல் 7 மடங்கு பெரியது.
கொள்ளளவு 70 டிஎம்சி.
பெரிய அணையைக் கட்டி விட்டார்களே தவிர அது
நிரம்பும் வழியாகக் காணோம். 3 வருடங்கள்
பொறுத்துப் பார்த்தார்கள். பெரியாறு வருடாவருடம்
நிரம்பிக் கொண்டு இருந்தது. ஆனால் இடுக்கி
நிரம்பவே இல்லை.
அப்போது போடப்பட்ட சதித்திட்டம் தான் –
பெரியாறு அணைக்கு ஆபத்து என்கிற
குரல் -கூக்குரல்.
சுண்ணாம்பு அணை உடைந்து விடும்.
அதிலிருந்து வெளிவரும் நீரால் 35 லட்சம்
மக்கள் செத்துப் போவார்கள். எனவே
உடனடியாக புதிய அணை கட்டுவதே தீர்வு !
புதிய அணையினால் அவர்களுக்கு என்ன லாபம் ?
மேலே இருக்கும் பழைய அணையை இடிப்பதால்,
நீர்பிடிப்பு பகுதியிலிருந்து அத்தனை நீரும் நேராக
இடுக்கிக்கு வந்து அதை நிரப்பும்.
சரி நிரம்பட்டுமே. நல்லது தானே !
அதான் தமிழ்நாட்டுக்கு இதே அளவு
தண்ணீர் தருகிறேன் என்று சொல்கிறார்களே
என்று உடனே மக்கள் கேட்கிறார்க்ள்.
அங்கே தான் இருக்கிறது அவர்கள் சாமர்த்தியம்.
பெரியாறு அணை இருப்பது கடல் மட்டத்திலிருந்து
2709 முதல் 2861 அடி உயரம் வரை. இதிலிருந்து
மலையைக் குடைந்து குகைப்பாதை வழியாக
தண்ணீர் தமிழ் நாட்டை நோக்கி கொண்டு வரப்படுகிறது.
புதிய அணையை கட்டப்போவது 1853 அடி
உயரத்தில்.இந்த அணை கட்டப்படும் உயரத்திலிருந்து
தமிழ் நாட்டிற்கு தண்ணீரைத் திருப்பி விட முடியாது.
நமக்கு பெரியாறு அணையிலிருந்து நீர் எடுத்து வரும்
பாதை இதை விட உயரத்தில் ஆரம்பித்து, ஒரு கிலோ
மீட்டர் பயணத்திற்கு பிறகு 5704 அடி நீளமுள்ள –
மலையைக் குடைந்த குகை வழியாக திசை மாறி
வந்து பின்னர் கீழே வைகையில் கலக்கிறது.
அணையைக் கட்டிய பிறகு,
இவர்கள் உண்மையாகவே விரும்பினாலும் நீரைத்
திருப்ப முடியாது. மேலும் புதிய அணையிலிருந்து
ஆண்டு முழுவதும் நீர்மின்சாரம் உற்பத்தி செய்ய
நீரை வெளியேற்றிக் கொண்டே இருக்கப் போகிறார்கள்.
எனவே அணை எப்போதுமே முழுவதுமாக நிரம்பி
இருக்காது.தமிழ் நாட்டிற்கு தண்ணீர் நிச்சயமாக
கிடைக்காது.
புதிய அணையினால் தமிழ் நாட்டிற்கு பயன் இல்லை –
புரிகிறது.
ஆனால் பழைய அணை சுண்ணாம்பு அணை –
எப்போது வேண்டுமானாலும் உடைந்து விடும்.
35 லட்சம் மக்கள் செத்து விடுவார்கள் என்கிறார்களே –
பயம் உண்மையானது போல் தோன்றுகிறதே ?
அயோக்கியத்தனம்.
வடிகட்டிய அயோக்கியத்தனம்.
முதலாவதாக –
பெரியாறு அணை உடைந்தால் தண்ணீர் –
மலைப் பள்ளத்தாக்குகள் வழியாகப் பாய்ந்து –
நேராக கீழே உள்ள இடுக்கி அணையைத் தான்
வந்தடையும்.
பெரியாறு அணையிலிருந்து அதன் முழு நீரும்
(10 டிஎம்சி) ஒரே நேரத்தில் வெளியேறினாலும்,
நேராக அதைப்போல் 7 மடங்கு கொள்ளளவு
உடைய இடுக்கி அணையைத் தான் வந்தடைய
போகிறது. இடையில் எந்த நாடு, நகரமும் இல்லை.
வாதத்திற்காக இடுக்கி அணை ஏற்கெனவே நிரம்பி
இருந்தாலும் – வெளியேறும் நீர் பெரியாறு
அணையிலிருந்து இடுக்கி வந்து சேர 4 மணி நேரம்
ஆகும். அதற்குள்ளாக இடுக்கியிலிருந்து
தேவையான நீரை வெளியேற்றி விட முடியும் !
எனவே வெள்ளத்தால் பொதுமக்கள் பாதிக்கப்படுவார்கள்
என்கிற பேச்சே அபத்தமானது.
இரண்டாவதாக –
1976ல் இடுக்கி அணையை கட்டினார்கள்.
1979ல் பெரியாறு அணை உடையப்போகிறது
என்று குரல் எழுப்பினார்கள்.
பயத்தைக் கிளப்பினார்கள்.
சுப்ரீம் கோர்ட் வரை போனார்கள்.
2000ஆவது ஆண்டு சுப்ரீம் கோர்ட் நிபுணர் குழுவை
அமைத்தது. நிபுணர் குழுவின் ஆலோசனைப்படி
அணை அனைத்து விதங்களிலும் பலப்படுத்தப்பட்டது.
கேரளா சொல்வது போல்
இது வெறும் சுண்ணாம்பு அணை அல்ல.
ஏற்கெனவேயே முதல் தடவையாக 1933ல்
40 டன் சிமெண்ட் கலவை சுவரில் துளையிட்டு உள்ளே
செலுத்தப்பட்டது. மீண்டும் 1960ல் 500 டன் சிமெண்ட்
உள் செலுத்தப்பட்டது.
2000ஆவது ஆண்டு சுப்ரீம் கோர்ட் சென்ற பிறகு –
நிபுணர் குழுவின் ஆலோசனைப்படி –
லேடஸ்ட் தொழில் நுட்பங்களைப் பயன்படுத்தி,
கேபிள் ஆன்கரிங் முறையில் அணையுள் கான்க்ரீட்
கலவை செலுத்தப்பட்டது. வெளிப்புறமாக –
ஒரு கவசம் போல், கிட்டத்தட்ட புது அணையே போல்,
கான்க்ரீட் போடப்பட்டு, ஒரு புத்தம்புதிய கான்க்ரீட்
அணையே உருவாக்கப்பட்டு விட்டது.
கீழே உள்ள வரைபடத்தைப்
பார்த்தால் நன்றாகப் புரியும்.
இதன் பிறகு தான், 27/02/2006 அன்று,
சுப்ரீம் கோர்ட், இனி அணைக்கு எந்த ஆபத்தும் இல்லை
என்பதை நிபுணர் குழுவின் மூலம் உறுதி செய்துகொண்டு –
156 அடிவரை தண்ணீர் தேக்கிக் கொள்ளலாம்
என்று அனுமதியே கொடுத்தது.
விட்டார்களா நமது கேரள சகோதரர்கள் ?
மீண்டும் சதி. ஒரு மாதத்திற்குள்ளாக,
கேரள சட்டமன்றத்தில் புதிய சட்டம்
இயற்றி, சுப்ரீம் கோர்ட் உத்திரவையே செல்லாததாக்கி
விட்டார்கள்.
வழக்கம் போல் தமிழன் இளிச்சவாயன் ஆகி விட்டான்.
மீண்டும் கோர்ட் பின்னால் அலைகிறோம்.
இப்போது, இன்னும் வழக்கு சுப்ரீம் கோர்ட்டின்
பரிசீலனையில் இருக்கும்போதே –
தீர்ப்பு அவர்களுக்கு பாதகமாக
இருக்குமோ என்கிற தவிப்பில் – மீண்டும் நாடகம்
ஆடுகிறார்கள். அணைக்கு ஆபத்து -புதிய அணை
கட்ட வேண்டும் என்று.
பாராளுமன்றத்தில் குரல் கொடுக்கிறார்கள்.
பிரதமரை போய்ப் பார்க்கிறார்கள்.
உண்ணாவிரதம் இருக்கிறார்கள்.
பந்த் நடத்துகிறார்கள்.
இப்போதைக்கு அவர்கள் குரல் தான் பலமாகக்
கேட்கிறது. வெளிமக்கள் அவர்கள் பக்கம் நியாயம்
இருக்கிறது என்று நினைக்கத் தொடங்கி விட்டார்கள்.
தமிழ் நாடு ஏமாந்தது போதும்.
உடனடித் தேவை பலமான பதில் தாக்குதல்.
தமிழகம் முழுவதும் சேர்ந்து பதிலடி கொடுக்க வேண்டும்.
ஒரே குரலில் பேச வேண்டும்.
உண்மையை உரக்கச் சொல்ல வேண்டும்.
அகில இந்தியாவிற்கும் தெரியும்படி சொல்ல வேண்டும்.
நம் தரப்பு நியாயம் அனைவருக்கும் புரியும்படி –
சுப்ரீம் கோர்ட்டுக்கு புரியும்படி சொல்ல வேண்டும் !
நல்ல தீர்ப்பு விரைவில் கிடைக்கும்படி செய்ய வேண்டும்.
கேரளாவிற்கு – எங்கே அடித்தால் வலிக்குமோ
அங்கே அடிக்க வேண்டும். எப்படிச் சொன்னால்
புரியுமோ – அப்படிச் சொல்ல வேண்டும்.
நாடகமாடினால் இனியும் தமிழர்கள் ஏமாற மாட்டார்கள்
என்பதை அவர்களுக்கு புரிய வைக்க வேண்டும்.

கேரளா ஐயப்பனை வைத்து பிசினெஸ் செய்கிறது. ஏற்கனவே மகர விளக்கு வேறு, மகர ஜோதி வேறு என்று விளக்கம் (!!) கொடுத்து விட்டார்கள். தொடர்ந்து இரண்டு வருடம் தமிழகத்தில் இருந்து எவரும் செல்லவில்லை என்றால் ஐயப்பன் கோவிலை இழுத்து மூடி விடுவார்கள். பிசினஸ் நஷ்டத்தில் எவரும் செய்ய மாட்டார்கள். தமிழனுக்கு புரிந்தால் சரி.

முல்லைபெரியாறு அணை பலமுடன் உள்ளது. அதன் முழு உரிமையும் தமிழகத்துக்கு தான் என்ற கருத்தில் எள் அளவும் மாற்றம் இல்லை. ஆனால் ஒரு எதார்த்த தமிழனாக இந்த கோரிக்கைகளை முன் வைக்கிறேன்.
அணை நிலநடுக்கப்படுகியில் உள்ளது. அடிக்கடி லோசான நிலநடுக்கம் ஏற்படுகிறது என்பது உண்மை. ஒவ்வொரு மழையின் போதும், ஒவ்வொரு நில அதிர்வின் போதும், மரண பயத்தில் உறைந்துபோகின்றனர் ஒரு லட்சம் மக்கள். போதாகுறைக்கு ஊடகங்களின் பீதி கூட்டலின் உச்சம் வேறு. அணு அணுவாக செத்துமடியும் இந்த உயிர்களின் மரண கூக்குரலை தயவு செய்து காது கொடுத்துக் கேளுங்கள்.
அணையை உடைக்கவோ, புதிய அணை கட்டவோ வலியுறுத்தவில்லை. தயவு செய்து அணையின் பயன்பாட்டை குறைத்துக்கொள்ளுங்கள் என்று தானே சொல்கிறோம். இதில் என்ன தவறு கண்டீர்கள்?
முல்லைபெரியாறு அணையின் பயன்பாடு இல்லாமலே தமிழகம் தாராளமாக தண்ணீர் எடுத்துச்செல்லக்கூடிய வாய்ப்புகள் இருக்கிறது. இப்படி இருக்கும்போது எதற்காக பிரச்சனையையே தீர்வாக வலியுறுத்தி வருகிறீர்கள்? ஒரு பிரச்சனைக்கு அதன் மாற்றுவழி ஒன்று தானே உண்மையான தீர்வு.
கிழக்கு இந்திய கம்பெனியால் முதன் முதலில் பரிசீலிக்கப்பட்ட திட்டம், பென்னிகுயிக் விரும்பிய திட்டம் இது ‘‘கூடுதல் கால்வாய்கள் மூலம் தண்ணீரை நேரடியாக தமிழகத்துக்கு கொண்டு வருதல்’’. பென்னிகுயிக்கிடம் நிதி இல்லாமல் தான் இந்த திட்டம் கைவிடப்பட்டதே தவிர வாய்ப்பு இல்லாமல் அல்ல. இந்த திட்டம் தமிழக விவசாயிகளுக்கு மிகப்பெரிய வரபிரசாதமாக அமையும். கேரள மக்களின் தலைக்கு மேல் உள்ள மரண பயத்திற்கு முழுமையான ஆறுதலை தரும்.
இந்த திட்டத்தை ஏன் பரிசீலித்து செயல்படுத்தக்கூடாது?

I am from Kerala and read your article with my limited knowledge of Tamil language and help from some Tamil friends. I find that the crux of this problem is lack of trust between the two states. While it is true that we, people of India don’t trust our political leaders (we don’t trust your leaders when they say dam will not break or there will not be any earth quack), there is no need for people of Tamil Nadu not to trust the people of Kerala. We have never objected to give water to Tamil Nadu in the last 166 years, whereas your other neighbors will give you water only when there is a flood in their state. We have 44 rivers and you cannot travel in Kerala even for 20 kms without having to cross a major river, stream, backwater or any other water body. Besides we get water wherever we dig. This is the only case in India where a river starts, flows and ends in one state, but the water from that river is diverted to another state. It is sad that the project which should be an example of co-operation and brotherhood between two states of India has become synonymous with distrust and hatred.
I also do not understand your logic in saying that water will not flow to Tamilnadu from 1853 feet height. Water can actually flow from even one foot and if there really is a problem we need to find an engineering solution to it. It just is not worth risking the lives of lacs of people on this issue. You can insist the quantity of water to be shared be mentioned in a proper contract, which any way will have more value than the current 999 years lease to which both our states are not party to. Today people of Kerala don’t feel morally responsible to adhere to the terms of an agreement thrust upon a tiny state of Travancore by the mighty British empire.
It also is not true to state that we started to raise the issue of Mullaperiyar when the Idukki dam was not getting filled. It started after the Morvi dam failure in Gujrat, which happened in 1979 in which 25000 people were killed in one hour. Anyway we do not believe that our politicians are so patriotic towards their state that they will do such a thing to increase the electricity production. They will easily start some other project which will help them earn crores in commissions. The issue now came to fore after the recent earthquakes in the area. (22 according to our Government, 4 as per your CM). You would agree that even one strong quake is enough to destroy an already crumbling dam.
Whether Idukki dam will hold the sudden inflow of water from Mullaperiyar in case of a breach is a question to which we will know the answer only after the dam breaks. But what about the people living in towns and villages in the 35 kms between Mullaperiyar and idukki, which includes a large number of Tamils as well? How can you be so heartless towards them? To know how they are feeling, please ask your brothers at Koodamkulam who are fighting against the Nuclear plant even when everyone including Abdul Kalam says it is safe. The fear of people at Mullaperiyar and adjoining towns are 100 times more as the danger is near and real.
And finally you should ask your leaders what they are doing to solve your water woes other than starting a strike and instigating violence towards people from other states demanding water from neighboring states. Your rivers in Chennai have been converted to open sewage while rivers in Coimbatore carry deadly chemicals. Other rivers go dry in summer due to massive deforestation. Politicians and land mafia encroach upon your lakes and build apartments with the silent support of your Government. It is not that we do not have these problems. Since we are a little more blessed by nature we have not yet started to feel the pinch.

But Kerala govt got a point of argument Mullai periyar is old and Idukki is young,rather put it this way suriki vs.cement construction.Hence Cement construction will stand an earthquake bu surikki will fail.

Pothundi Dam is an irrigation dam near a small village in Palakkad district of Kerala state, India. “Pothundi dam “is a wonder for the technology, which is built without using Cement/concrete at all. Its an old dam which is built in late 1800 AD. Usually for earth dam the core is built with concrete and the structure with earth or boulders. Usually the earth dam is built with core in concrete and the massive body to counter act water pressure in earth and boulders. Here for the construction of this dam boulders and earth is used as usual but the cementing material is a mixture of jaggery and quick lime, in a peculiar combination. The strength offered by this mortar is a real wonder for the present technology The dam is about 8 km from Nemmara and 42 km from Palakkad. Nelliampathi is 17 km from here and is known for its Nemmara Vallengi Vela

On your question, why it all started now, the trigger was repeated mild quacks the region experienced during the past months. What is your definition of ‘no time’ when you say 450 families can be evacuated in no time? They live in close proximity of the dam and will be washed away in minutes if the dam breaks. Iduki dam is 35 kms down the stream and there are scores of towns and villages on the way which houses tens of thousands of people. And if Idukki breaks (god forbid) results will be catastrophic. Yes, we have some legal gems on our side too like our AG. That is why we have this 999 years contract in the first place.
And for the comment about Pothundi dam, there are lots of other dams in India which are more than 100 years old. The difference is they are all very small compared to Mullaperiyar (5 to 15 mtrs high) and does not hold enough water to pose a threat as huge as this.
If this issue is similar to that of cauveri, why don’t you lease some land in Karnataka, build a dam there and control it for the next 999 years no matter what happens?
Now again it all boils down to the same issue of trust. What Tamil Nadu wants is water. Not the dam. This issue will be resolved when and only when the people of Tamil Nadu trust the People of Kerala on this. If the dam breaks, we are the ones who will suffer. If it was in any other state, they would have demolished it long ago.
@Ganpat, I agree with your point on corruption and nobdy expects Idukki to last 160 years. But everything has a lifespan and Mullai has outlived its expected life by 3 times and stretching it any further will be disastrous.

that the issue of tremours
are nothing new
and being raised by Kerala
right from 1978 onwards –

realising the Idukki Dam
is not getting enough waters because

Further, the tremours are only near
Idukki and not near Mulllai Periyar.
So if you are really worried and afraid
about the tremours –
why not you ask for
decommissioning
of Idukki Dam also ?

Why Kerala is raising hue and cry and

the matter is before the Supreme Court.

Good message, But try to convene the same message to all web site and to start with in face book and let that even be done in english for the better understanding of all peoples. Commendable job done by you Mr. Kaveri… Even though I have know about the history of DAM, the presentation was impressive and it rightly pointed out where we are. Unless and otherwise, each and every individual of the state understands the situation, we can’t expect any positive response from the Central and State Governments. Let us raise our voice…. Let us expect the positive Supreme Court order for raising the level of storage of water in the DAM.
